My advice would be for this person to learn marketing. Keep the sponsors that you have happy and try to build new ones. If you have talent and can come to the table with a sponsor you MIGHT have a chance at making it somewhere these days. Sponsorship is everything and making sure you are doing all you can for them is key. It is more then just stickering up your cars these days. It is all about facebook, twitter, hits on your site, demos and straight out exposure. That is my advice.
